PORT OF TARANTO, 7 October 2025 – With a note dated 6 October, the Ministry of Environment and Energy Security (MASE) officially transmitted to the Port Network Authority of the Ionian Sea (AdSP) the Interministerial Decree No. 167 of 4 July 2025, implementing Article 8, paragraph 2, of Decree-Law No. 181 of 9 December 2023, titled “Measures for the development of the supply chain related to floating offshore wind farms”. The decree was officially registered by the Court of Auditors under Act No. 2156 on 23 September 2025.
With this, the MASE Interministerial Decree comes into force, identifying the Port of Taranto as one of the national priority hubs for the development of floating offshore wind farms in Italy.

A key moment for the formal transmission of the Decree was the meeting held yesterday (link) at the Ministry of Infrastructure and Transport between Minister Matteo Salvini and Erham Ciloglu, Deputy Chief Executive Officer of the Yildrim/Corex Group, the terminal operator present at the Port of Taranto through its subsidiary San Cataldo Container Terminal (SCCT). The meeting focused on the commitment to complete dredging operations at the Multipurpose Pier and the implementation of the MASE Decree on offshore wind, a strategic measure for the Apulia region and local logistics, whose official registration by the Court of Auditors was awaited.
“We presented to Minister Salvini the pressing issue of dredging at the Port of Taranto, receiving attention and a climate of concrete cooperation. The Minister recognised the strategic importance of the Ionian hub and confirmed his commitment to work with all parties involved to identify shared and lasting solutions,” stated Giovanni Gugliotti, Extraordinary Commissioner of the AdSP of the Ionian Sea. “We welcome the officialisation of the MASE Decree, which will open new and significant opportunities for economic, employment, and sustainable development in the territory, representing a key milestone for Taranto and for the national energy transition”.
The decree unlocks resources for infrastructure modernisation and adaptation interventions in the port areas concerned. Regarding the Port of Taranto, the port is already ahead in these activities, having completed the Technical Functional Adjustment (ATF) process of the Port Master Plan for the purposes outlined in the Decree.
Meanwhile, on 9 October, the AdSP is preparing to host a visit from a new international delegation, confirming the interest of numerous European players in offshore wind opportunities at the Port of Taranto. The French delegation – coordinated by the Embassy of France and Business France Italy – consists of 11 institutional representatives and companies from the Pays de la Loire region.
