“TERRITORY” Project

The TERRITORY project – sTrengthening disastER Response capacIties ThrOugh dRone technologY – is funded by the Interreg IPA South Adriatic 2021–2027 Programme, under the “Green” Priority Axis and specifically Sub-Objective 2.1 “Risks”, which aims to define a successful model to accelerate the adoption of technological innovation in the field of environmental risk management and disaster response.

The main objective is the creation of an integrated system using drones (UAS) and Artificial Intelligence (AI) for environmental monitoring, aimed at the early detection of environmental risk phenomena (such as fires and floods).

The project lead partner is Distretto Tecnologico Aerospaziale (translated: Aerospace Technological District, with the support of ARPA Puglia. The other partners are the Barleti Institute for Research and Development (AL), the Port of Bar (ME), the Municipality of Shkodra (AL), the Port Network System Authority of the Ionian Sea – Port of Taranto, and the Municipality of Pescolanciano (Province of Isernia).

The main activity of the project concerns the definition of an integrated monitoring architecture for risk detection and management during disaster events, as well as for climate change adaptation.

In summary, the activities include:

  • Analysis and risk management capacity of the involved regions (capabilities): study of historical disasters, involvement of local stakeholders, and assessment of existing infrastructures for emergency management.
  • Design and development of the TERRITORY Drone Platform: an integrated architecture with drones, sensors, and AI for real-time data collection and analysis; it includes a command-and-control centre for mission planning.
  • Pilot demonstrations in real scenarios: operational tests in selected areas (Taranto, Pescolanciano, Shkodra, Bar) for fires, floods, environmental monitoring, and search and rescue.
  • Training and knowledge transfer: international seminars and local workshops to train operators and stakeholders in the use of drones and AI for emergency management.
  • Preparation of an Action Plan and sustainability strategy: drafting of a joint plan for the adoption of the developed technologies and an exploitation plan to ensure their continuous use.

The project aims to achieve:

  • Improved disaster response capacity: reduction of response times and increased operational effectiveness through the use of drones and AI.
  • Increased territorial resilience: strengthening of local skills and infrastructures to address environmental and climate risks.
  • Cross-border cooperation: harmonization of regulations and sharing of resources among Italy, Albania, and Montenegro.
  • Public awareness and engagement: dissemination events and information campaigns to promote a culture of prevention and innovation.
  • Scalability and replicability: modular and open-source solutions adaptable to other territories and contexts.

The total project budget is €1,074,803.74. The budget of the Port Network System Authority of the Ionian Sea is €135,115.72.

The project duration is 30 months and will end in December 2027.
